I think the main factor here is the fact that the time and effort they’ve put into it now is balanced towards an anime-fanatic market. So they figured out the chances of selling it to a USA/EU based market is a financial and marketing liability.

Don’t forget this is a 2D game without much flashy interaction, in general this concept never appealed much to non-JP markets.
