It could be, according to an e-mail supposedly sent to an anxious customer by Nintendo. Crunchgear posted today the link to a Korean blog showing a screen cap of said e-mail. As far as I’m concerned, I’ll continue to have faith in Nintendo and not give credit to any of these rumors until something official pops up. It’s not like region-locking is that big of a deal anyway, most region-specific games aren’t worth importing, and awaited titles usually get a worldwide release date or very close international release dates. Again this is just a rumor, don’t start burning Nintendo flags just yet, at least wait for a confirmation.
