Assuming that this is a PCI Express v2.0/2.1 x1 device it is unable to provide 5 Gbps since this standard's bandwidth maxes out at 500MB/s,or 4 Gbps.
If it is an original(v1.0) PCI Express we are talking about merely 2 Gbps max bandwidth per lane.
So,only the upcoming PCI Express v3.0,with its 8Gbps bandwidth per lane, will be able to fully take advantage USB 3.0 and SATA 6Gbps expansion cards.
