The law in Japan changed the exact same day that Sanyo announced this bike. It is a market first for the Japanese market.

Various countries around the world have various laws governing what constitutes an electric bicycle and what counts as a motorbike. In Japan, this used to be a motorbike by law, requiring a license and additional fees–now it doesn’t need any of those things, as the law changed.
