ummm…this is normal pricing here in Canada. Nothing to really drool about, especially since you are getting lower grade parts. for the same price (1700 CAD = 1100 Euros), I built this from canadacomputers.com. There difference is substantial, as the motherboard, ram, and chassis that I chose is no where near the quality that PC-Koubou provides, but they must make some money on the build. Also, I see no raid on the PC-Koubou machine. Anyways, this is what I am getting for the same price here at regular prices:

    Intel Core 2 Duo E6600
Asus P5W64 WS Professional with quad pci-e 16x slots
    BFG GeForce 8800 GTS O/C’ed
2x Seagate Barracuda 7200.10 320GB SATA Hard Drives in RAID 0
    Vista Premium
    Pioneer DVR-111D 16X DVD-Writer
    Coolermaster Centurion RC-534 Case
    OCZ (OCZ2G8002GK) DDR2-800 Dual Channel 2GB ram

maybe its the higher cost of living in japan?…LOL!

Depends on the country, but remember that this machine is already build for you, you go to the store and buy it, you do not have to do it yourself, and this is a big advantage for some. Personally I was building my PCs before, now I no longer do it, since the price is not that bad.
